The defense ministry is aiming to purchase 50 aircraft to meet a multirole combat aircraft requirement to replace its F-4EJ, though with the emphasis on the air-to-air role complemented by an air-to-surface capability. An initial batch of seven aircraft had been expected to be funded in the Fiscal 2009 budget.

The 50-aircraft purchase would be enough to support two squadrons. There is also the possibility that the Japan Air Self-Defense Force (JASDF) might use the type for the F-X program to replace early-model Boeing F-15s, requiring additional purchases of the aircraft selected.

Several companies are preparing to respond to the expected RFP: BAE Systems will bid the Eurofighter Typhoon, Boeing is considering proposing F-15 and F/A-18E/F options and Lockheed Martin will offer the F-35 Lightning II. Dassault says there are no plans to tender Rafale for the competition

Why BAE and not EADS pushing the Eurofighter?  Is this a UK Gov initiative looking to shift excess aricraft they are contractually obligated to buy?

Unlikely. Should Japan be looking for industrial offsets, licensed production, program participation or transfer of technology on a level that includes IP of the participating companies, then a government-to-government deal like Britain offloading T3 can't provide that.

It wasn't that the Rafale was shut out. It is more like Dassault is in a pissing match with themselves because they lost the South Korean and Singaporean competitions to the F-15K and F-15SG respectively and refused to tender another asian bid unless they are assured favoritism. In fact, they tried to to sue the South Koreans for test driving but not buying the Rafale and was doubly pissed when the Koreans told them to go sue a kite.
