Joking apart, the weapons pod seems not to be an overly great solution at all, it'll add quite some drag to the already draggy SH the impact on the aircraft's performance might outweight the benefits to a certain extend. The Silent Eagle solution is much better here, but the SH airframe simply has no room to accommdate similar CWBs.

given the range and total fuel load data provided by the Boeing presentation about the F-15SE the fuel volume of the CWB configured CFTs hold about 1/3 less fuel than the conventional CFTs. So yes I think you are right.  

I think the confusion in the press (and in my mind) stems from the second slide in this Boeing ppt.

It's described as a "Conformal Fuel Tank With Internal Weapons," which seems to indicate that it is both things simultaneously. But it seems likelier to me that it's either a CFT, or it's a CFT "shell" with the guts of a weapons bay inside INSTEAD of fuel. Somehow I find it unlikely that they could squeeze both fuel and weapons into the same conformal unit (not impossible, just unlikely) and I think that slide is the reason it's been referred to as the same thing. I'm happy to have this clarified by someone who knows better.

New-ish article gives a few more details about the LO improvements for the Eagle and Super Hornet:

 

"After unveiling a package of radar cross-section improvements for the F-15 last year named Silent Eagle, Boeing displayed a package of new enhancements offered as options on new sales of the Super Hornet.

"The most visible change is an externally mounted pod mounted on the Super Hornet's centreline hardpoint. The pod is able to carry either a mix of two Mk82-class bombs and two AIM-120 missiles, or four AIM-120 missiles.
