If Iran is desperate, South Africa and Argentina are two pariah states with the expertise to refurb the aircraft.

I would double check anything Keffler posts... he is prone to make things up... On another post Keff-titanium said that Titanium was half the weight (false) and twice the strength (closer to correct) of Aluminum and then wasted dozens of post with name calling. It would not surprise me if he is posting more crazy stuff here.

He says that South Africa is a failed state, not a pariah state, there is a difference between the two definitions.  A failed state is an economic and governance mess (many African countries), but not cut off from the rest of the world.  A pariah state is one that is closed off from international commerce, but not necessarily a failed state (Iran, North Korea).

South Africa is hardly a model state, both in its internal and its external dealings. Calling it a pariah state, depends, they certainly tend to ignore international sanctions, backstab the AU when  ever it suits them. Have a government of the most corrupt thugs in Africa running the show (thats some achievement, its a helluva title that one, especially when you consider how much competition they have, my favourite is Zimbabwae's president, Mugabe, who must be the luckiest man alive, as he's retained power despite having destroyed one of the most prosperous countries in Africa, he's also won Zimbabwae's national lottery. Twice!) who are happy to deal with the devil himself.
Abuse of office, abuse of military. 
Paraiah state doesn't sound like a bad description.
 
More on this article. Im amazed at Iranian success in the region. Despite the best US efforts to isolate them, and an economy that is suffering the ravages of OPEC oil depreciation, they've managed to exert so much regional influence successfully. We should be looking at them for foreign policy tips. Sure what they want isn't usually very nice, but they're awfully good at achieving it.

"Pariah State" is very much in the eye of the beholder but you would be hard pressed to find many, if anybody seriously classifying post-apartheid South Africa as one. Sanctions? None that I could find. Disbarment from organizations? Nope. Supporter of terrorism? Nope.
Disaster? Failed state? Certainly. Pariah? No.

Nowhere does that article say that South Africa is a pariah state or under international sanctions.  Nor is China a pariah state and they do more of that business than South Africa
