Before 2006 armed men in Somalia were organized in clans lead by warlords. IN 2006 the threat of Islamic Court Unions emerged. Some warlords joined the government, the others side with ICU. After ICU was defeated, part of it formed what is known as Shabaab. Some ICU leaders came from similar movement, called Ittihad, which tried to take control of Somalia back in 1996.
 
My guess is that army is formed those old clan militias which joined the government in 2006, because those people are still there, they couldn't have vanished. Perhaps that is where the attitudes are coming from.
