Beverly, I'm not sure if there is in fact any religious meaning to this practice. One may in fact see it as a form of disguise and thus it is a common practise for those Arabs practising espionage. The purpose of doing this is to disguise the fact that these over-hirsute creatures are not further down the evolutionary chain and are in fact fully developed normal human beings. This form of disgguise works most of the time, as long as they don't actually do or say anything, once they door say something, it generally blows their cover so they can be watched and tracked.
