Probably how thankful they are that in China they do not have to worry about lawyers suing them because someone is worried about getting their toes run over.
 
This idea of cops on Segways has been explored many times before, and may even have merit, but ends up getting blocked by politicians who ban them from the sidewalks (because they might hit a pedestrian), roads (to slow), and bike lanes (to wide).  Maybe overseas they can finally get a thorough evaluation
