Except for the fact that we have more nuclear weapons, and we supply China with much of their primary resource.

You failed to mention also that recently, the Philippines signed a defense deal with Canada.  

This is the start of another Cold War, this time with China.

The PLA is corrupt because it has absolute power, the CCP relies on it for survival.  Well, now the CCP relies on the PAP for defense, the PLA is supposed to be purely for foreign activity.
 
The PLA and PAP also run their own businesses or invest in now big SOEs (Lenovo, Huawei, COSCO, etc), many generals sit on company boards and the units on the southern border are active in drug and woman smuggling.

I wouldn't call it a cold war as much as tense peace. I think the 'Cold War' term applies to firing nukes at each other or launching grand campaigns being within the event horizon, not having a tense relationship (very tense with America's allies), but otherwise trading very heavily.
If you're going to call what's shaping up a cold war without nuclear threats starting to fly then you might as well classify half of medieval history as cold wars.

Cold war is where we are headed because the militaries will poster and occasionally confront.  A cold war becomes a hot war when both sides start shooting and no one backs down.
 
Let's blast the PLAN from international waters!
