Well all this you write is wrong.
Simply be cause "order for the older S-300V" will be made in making UPGRADES of existing
S-300V into S-300V4 standard (and even newer than that upgrades later on). All this comes for 2 reasons.
Main reason is delay of production year for S-500 from 2015 to 2017. So the number of S-500 planned to be commisioned till 2020 will be lower.
That number (in S-500 missiles) will be compensated with (not removing but) upgrading of older S-300PMU2 and S300V missiles.
And S-400 will be produced in the planned numbers but not more than that, short of capacity to compansate missing numbers of S-500
So only logical option, only solution left was upgrade of older S-300.
Again no problems with S-400.
S-300PMU2 systems will be upgraded and S-400 missiles will be fitted into upgraded S-300PMU2 systems
Also S300V will have upgrade into S-300V4 and newer upgrades later on till 2020.

Just what S-300V series have to do with S-300P(PT, PMU, S-400) series? These are different systems, made by different R&D bureaus, serving a different purpose.

S-400 can be used against short and medium range balisitc missles like S-300V. So not so much different after all, specially not with S-500 that will cover long range ICBM also.

Made by different R&D bureaus ok, but Almaz-Antey have been MERGED for quite sime time already.

S-300V is an Army's air-defense system, while S-300P/PT/PMU S-400 is a Country's Air Defense system.
They highly differ in their purpose, mobility, other stats, different composition in general (radars and stuff), even different missiles from the S-300P... series.
S-300V is not a part of the S-300P/PT/PMU/S-400 series. They do not substitute each other.
May 1, 2012: Despite having bought and put into service five S-400 (SA-21) anti-aircraft battalions during the last few years, the Russian Defense Ministry has placed a large (quantity unspecified) order for the older S-300V (SA-12) system. This seems to indicate that the S-400 is having problems (it has certainly encountered many delays).
It's like saying "Our PAC-3 had some problems, so we ordered more SM-3 instead"
