Let's be practical. The cost of an arrow is much more expensive than a SCUD or an Shahab missile. And we can assume Iran is piling up missiles: We know that, that is the Hezbollah/Hamas strategy. So if Irak had 1000 skud we can expect Iran having much more Shahab.


The obvious strategy for Iran would be to flood Israel Military defense before sending a nuclear/chemical missiles. With 200 arrows missiles, Israel is no match. The best strategy would be for the Arrow to be able to detect nuclear missile (through radiation emotion) first. Israel would have no choice but sacrificing their own population to ensure the availability of the arrow missile. CONCLUSION : Israel cannot minimize heavy casualties only if Iran nuclear capability is destroyed.

Within  the  distance  and  area  of  war  I prefer  boost  phase  interceptor, so  enemy  can  get  penalized  inside  her own   homeland  with  her  own  attemp.
Also agitate  Iran  does  not  make sense, plus  U S contribution Israel Defence  Industry  may  turn Iran  hand  via  relation ship Israel and  India.

That strategy presupposes that Israel won't retaliate with a nuclear counter-strike while the Iranian attack is still in the air, (|Nuclear of not) or that Israel won't notice a large, long range barrage of missiles capable of overwhelming their defenses, being set up and strike that operation preemptively.  (Something Israel is well known for doing in the past.) Once a long range ballistic missile is in the air, it's game-on and Israel has every right to assume that the missile's payload is nuclear.  In other words, Iran better make that first shot count, because they won't get a second one, and with Arrow in place, there is no guarantee that their best shot won't be wasted.  That is what Arrow is there for... To pull the fangs out of the threat of assured nuclear annihilation, bolster the moral of the Israeli population,while at the same time, instilling doubt in the Mullahs of Iran that their wonder-weapon can succeed before they are vaporized in the inevitable counter-strike.
