Things just got a LOT tougher in the PACRIM.

Maybe the sanctions should have been lighter?

Things also just got a lot harder for Russian aerospace firms to export anti air missiles.
Do the russians never learn?

I've read that Russia sells S-300 and S-400 to whoever wants to buy it. They even delivered to Iran, after many years of delay. The reason is, allegedly, that Russia needs money ASAP.

Source for this? The S-400 is not Russian intended for incompetents. The Chinese can barely handle it at all. I would think Iran would find it like we would find a flying saucer. Simply beyond them.

S300 for sure has been sold to Iran, S400 i think i read something a while back, but not 100%.
Why is it beyond them?
They've a good technical cadre, Russia would be only too happy to rent out technicians to teach them.
S300 also sold to Syria (though there I'm sure you're right that they've no idea how to use them as IAF frequently penetrated Syrian airspace with no repercussions).

The Russians worked on the GROWLER system for two decades. It was carefully and deliberately designed after the Russians spent years studying the US Navy's layered missile defense for its task forces. Growing out of the S-300 GRUMBLE, the S-400 actually employs three missiles (short, medium and  long range) to protect a defended site or complex. Each missile has flight characteristics and flight times to engage specific types of targets that seems to be counter-intuitive (long range 'slow' missiles for bombers and the short ranged sprinters for cruise missiles and enemy ballistic missiles) This is a departure from most usual Western or Russian land based systems that do not use a layered defense or manage the air space around the missile sites in that way.

The peculiarity about this missile complex is that when the American Army saw it, they adopted something like it with improved Patriot. (PAC III) not entirely understanding that the USN was the Russian inspiration. Talk about not talking to each other!

And I don't care how good the Iranians are at kludging and adapting, for if the S-400 gives the RUSSIANS fits when they try it out in still limited service, (Like Patriot first did for the US Army.) then the Iranians have not got a prayer of understanding it, much less using it properly.
