As with those morons stupid assessment, this conceptual fuzzy line between tactical and strategic nuclear war only exists in generals heads. What do you think the losing side will do when several divisions, and their largest naval/AF bases start being incinerated? What would possibly stop them retaliating by incinerating their enemies cities? Conversely, could India and Pakistan fight a war and keep it conventional? Don't know, If India starts being overly successful, and pakistan looks to be in danger of losing some serious sovereignty, to what extent does China intervene?
