Only "80 percent"?  With what other partner nations does the government of North Korea conduct "foreign trade" of ny kind, and in what sort of exchanges?
 
What the hell do they produce that anybody abroad could possibly want to buy?

Pakistan
Iran
Sudan
Venezuela
Basically anyone who wants nukes or cannot legitimately trade with anyone else for weapons.
