No, it was the New People's Army (NPA), the armed wing of the Communist Party of the Philippines (CPP) that did the assassinations in 1989. I believe that one of the US casualties is a Col. James Nick Rowe. The perpetrators have since been convicted and are currently in prison. The US Government has so far resisted efforts by the lawyers of the killers to secure an amnesty for these people.
