About that Chechen guy, if I understood correctly, he calls Mexican cartels 'rebels' ...???
 
That's...new. He wants to send them weapons..... Cartels are so well armed that they might send him weapons, instead. During Chechen wars rebels were engaged in criminal activities, and criminals in rebellion, so it was hard to determine who is who. So, the confusion might be understandable.
 
It is interesting how crime works. There are several cartels in Mexico, and appear to be at war with each other. In countries which were formed when Yugoslavia was dissolved the process is completely opposite. There are seven different countries, but organized crime is united and often works as single organization. For example hits (assassinations) in one country are often carried out by assassins from another, in order to cover the tracks. That is not where cooperation stops. Police forces realized that they need to exchange intelligence in order to fight crime, but they still lack the degree of integration that criminals have achieved.

Bastards band together (Iran, Venezuela, North Korea  for example. It doesn't matter what they believe or that they hate each other as long as their common enemy is civilization. On that they will cooperate.

Big business is supposed to function much more brutally then this.
I don't understand how large corporations tolerate losing income streams. In my experience, corporations tend to be the nastiest most brutal architects of their own future and woe betide those that attempt to fuck with it.
 
Were these state owned infrastructure?
Is that how Gangsters usurped control? If these were wealthy private companies, they'd have just bullied the local govt into providing overwhelming army presence to simply murder anybody stupid enough to try.
