What is to prevent the Chinese from installing catapults and arresting gear on small island runways? That would give them an enormous leg-up in local air power.

China is the 800 pound gorilla in the area let them have it. Ultimately targets that small and isolated are sitting ducks in a shooting war.

I like sharks. They keep the oceans clean.

You are right. These Islands have no military value. But they can be used as bases for constabulary military and eventually to push out others from the economic zones. This patrolling and aggressive policing is the first step to requesting sovereignty.
 
Will it work? I do not think so.
 
To challenge that presence the USA is also flying patrols over the area and developing a small navy that will be able to operate there including supply ships that act as bases.  Plus just as important they are providing the neighbors with weapons. We will see.

Its not the shooting war that matters, its the other 99% of the time, where forces stationed on these atolls sally forth to harass locals from going on about their business. China is making it very hard for locals to exploit their resources. Everything from non-chinese fishing boats being rammed and battered till they leave grounds newly usurped by Chinese forces, all the way up to big business, Chinese private and govt vessels spent a few months haranguing a Phillipines hired international oil/natural gas exploration ship until it quit the search for oil (just off the Phillapines coast mind you) and returned to port. 
Its this kind of behaviour which annoys China's neighbours, which is why they aren't simply handing over these rocks to China when it comes a-knocking.

The USA probably finds it difficult to criticize China for practicing what they themselves have done ... taking land, unilaterally setting new boundaries and redefining agreements to their own benefit versus a much smaller and militarily less powerful nation.
 
Their reference to the situation as a regional territorial dispute emboldens China to keep on doing what it's doing.

Nope. Caesar DIED. China unable to handle or originate advanced tech should not be allowed to screw up the west Pacific with their amateur antics..  
Give unto Caesar what is Caesars. China will have its way in the South China Sea just as we have our way in the Caribbean.
