Just to clarify. To launch nuclear weapon against Israel, Iran would need 1) a nuclear weapon 2) a missile capable of reaching Israel, and 3) a nuclear weapon fitted to said missile.

They could put a second hand Russian nuke on a cruse missile and launch it from a modified old freighter in the Mediterranean sea. I think the writer of the question might have meant that they have production capacity building nuke ballistic missiles with range to Israel from launch sites inside Iran.

They could fake video of tests but the failure rate of the weapons would be I think 100%.
