While the media and the Clinton Administration continue to hound the Republican-controlled Senate for refusing to ratify the Comprehensive Test Ban Treaty, more than 50 former generals, defense secretaries, cabinet officers, and high-level defense officials argued against it before the Senate. They noted that the treaty could not be enforced with existing technology, would limit only law-abiding nations and not rogue nations, and would stop the US from routine tests to verify the safety and effectiveness of its arsenal.--Stephen V Cole
