North Korea has conducted static ground tests of rocket engines for the Taepo-Dong-2 intercontinental ballistic missile (which could, in theory, hit parts of the US west coast). While North Korea agreed not to flight test this missile in exchange for US aid, it did not agree to halt ground testing of components.--Stephen V Cole
