South Korea, upset at how several surveys of hacker activity have traced so much of hacker locations back to South Korea, have begun to crack down. For a long time, the authorities did not pay attention to hackers who were using South Korean servers as a jumping off point for attacks elsewhere, as long as the bad guys didn't do any damage in South Korea. The police used their own Internet experts, and some consultants to track down where the hackers were really operating from. Of the 22 individuals or groups located, 18 were in Rumania (another nation with a lax attitude towards hackers), with the other four coming from Australia, Brazil, Germany and Russia. Eastern Europe, especially the economically depressed nations like Rumania and Bulgaria, have long been a source of much criminal hacking.
