China has quietly taken the place of Russia in Cuba where Russia used to have electronic surveillance bases that listened in on American electronic communications. China set up two electronic intelligence collecting stations in 1999. China is also thought to have another one in Burma, and is looking to cut deals with other nations willing to allow such facilities. China also has a growing fleet of ships and aircraft equipped (largely with Russian and Israeli equipment) for electronic reconnaissance. This program is part of China's effort to become a world class player in the Information Warfare game. China has also formed military units specializing in attacking targets connected to the Internet as well as special units for studying and exploiting electronic information picked up by its new data collection capabilities.
