The Center for Strategic and International Studies (a highly respected Washington think tank) says in an ominous new report that planned U.S. defense spending through 2005 will average $112 billion per year less than is needed to maintain the current force and programmed modernization. The study notes that many weapons are due for replacement, and that neither the White House or the Congress is educating voters on the need for a sustained increase in defense spending. --Stephen V Cole
