The EU has declared its military staff operational and ready to give military advice to the EU Political Security Committee. The staff consists of about 90 officers and sergeants who occupy a secure building at EU headquarters in Brussels. The body is intended to provide the EU with an objective non-NATO view of certain situations, construct scenarios for the political leaders to consider, and (eventually, when it grows larger and has some experience) to enable EU operations separate from NATO.--Stephen V Cole
