Congress is moving, against Defense Secretary Rumsfeld's wishes, to add 4,800 personnel to the Army and another 8,000 to the other services. This is the largest one-year increase in manpower since 1986. The generals and admirals want a total of 50,000 new personnel (adding 12,500 per year for four years) but Rumsfeld says this would cost billions and he would rather spend the available money on modernization.--Stephen V Cole
