Persian Gulf War Coalition vs. Iraq War Coalition Comparison. Much has been said about the differences between the coalition in 1991 and 2003.   In 1991 the United States provided around 400,000 troops and the allies provide circa 200,000. In 2003 the United States provided around 200,000 troops and the allies provided circa 26,000 troops. The tables below show you differences in countries participating at one level or another.
