The House of Commons issued a scathing report in mid-August that the British Ministry of Defense had failed to prevent contracted arms purchases from increasing in cost or being delivered late. The Ministry insisted that most of the items cited were before its new "Smart Procurement Initiative" which will certainly resolve all of these problems.--Stephen V Cole
