Israel has begun a program to design and launch its own communications satellite. The program is expected to cost $390 million. In the first phase, Israeli industry will try to convince the government that it has all of the necessary technology. This should allow a decision to be made early next year on whether to proceed with building the satellite. The Air Force wants to include a US contractor in the project so that US military aid can be used to build it.--Stephen V Cole
