Corruption remains the biggest threat to China's military power. While more government officials are being tried for corruption, this is hitting only a fraction of the offenders and not stopping most others. Worse, there are few military officers being prosecuted. Thus much of the money being thrown at the military for "modernization" is wasted or stolen.
