President Arroyo, conscious of her corrupt predecessors popularity, has arranged for former president Estrada to be moved to more comfortable, and less prison like, quarters. President is also copying Estrada and planning "high impact" programs to appease the large number of poor voters. Although very corrupt, Estrada successfully presented himself as a champion of the poor.
