The European Union has declared the NPA (communist rebels) a terrorist organization. This means that the NPA fund raisers in Europe will be restricted and some of them arrested. Actions like this are compelling the NPA to negotiate with the government to end the 33 year NPA rebellion. Unlike the MILF, the NPA enforces sometimes savage discipline on its members. Anyone in the NPA who appears tempted to freelance gets executed.
