North of the capital, police clashed with the RHB (Revolutionary People's Army) and killed four of these rebels. The RHB is a breakaway faction of the NPA. The RHB was recently labled a terrorist organization by the United States. The two rebel organizations that have operated in the Philippines for decades, the communist NPA and Moslem MILF, are both fragmenting as members get tired of endless fighting without result, and the appeal of just getting rich as bandits.
