Russians have several problems with their tanks. The Soviet designs are designed to reduce the target cross-section, which made sense back in the 50s; it does not make sense today with laser ranging, etc. The insides are cramped and there is no place for additional equipment and for modern displays. That was the motivation for T-14 development. The problems they face in developing new weapons are corruption, dysfunctional industrial infrastructure, dysfunctional military logistics, lack of modern computing hardware, and brain drain. They have talented people, but the best are leaving, if they can. What's even more important is that a modern tank is living out its last days, and the Russian T-14 is a development that had to happen back in the 90s.
