Since there will be ammo shortage and new gun control laws in the US, it would be wise to invent replacement for unreloadable .22LR. Concept #1: steel case and annular primer This concept is consisted of two pieces of steel parts that can be screwed together, while an annular-shaped primer made of copper can be replaced. The cartridge can be reloaded after the primer is replaced. Concept #2: center-fired .22 cartridge .22LR is too small to receive center-fired primers in the market, and it requires newly-designed, re-designed firearms or conversion kit in order to use it. A new standard of small-diameter primer must be introduced in order to advance this idea. Most current .22LR guns can be converted to center-fire without too much trouble. Concept #3: electro-ignition system This could be the most craziest idea, but it has been done by Remington and can certainly be implemented. By eliminating primer all together, and using high-voltage ignition, it makes reload almost too easy. Heck, if done right, it can even fire black powder loads. Unfortunately, it requires drastic change of firing mechanism, which means new firearms in most cases.

Yes there is an ammo shortage right now, it is to be seen as to if this is a permanent issue, or one that is temporary due to demand outstripping supply and production capacity. However, to this date there are no new federal laws to the best of my knowledge that have recently passed, none regarding either ammo or guns themselves.
 
That could change quite quickly. However, it is doubtful those laws will specifically inhibit or effect the 22 or 17 family of rimfire cartridges. An AWB would prevent the manufacture of new hi cap magazines for certain 22 fire arms, but it still wouldn't effect the cartridge itself. 
 
 
 Reloadable 22s through any of the methods you have described would have a negative effect on the 22s' greatest strength; economy.  Furthermore, these adaptions may not work with the current fire arms already owned by people. It is doubtful the firing pin on a conventional 22 would have the impact force necessary to detonate an annular or screw on primer.Most strike on the perimeter of the cartridge base anyways, not the center. You also have to consider the fact that a conventional primer itself might be too much punch for some of the lower 22s such as subsonic or standard velocity.  That electrical ignition system would definitely require new guns, or expensive conversions for the older guns. 
 
Oh, and just so you know: While the 22 rimfire is not Reloadable, it is "loadable". You can buy the equipment necessary to purchase your own components if you like the idea of coming up with a custom or highly consistent cartridge for your gun,

If you are going to load a shell you need it to have sufficient performance to justify the effort. .22-long rifle simply isn't powerful enough to meet that criteria, IMV.

Buy  a 25 Auto.  Trying to reload 22LR = Waste of time.

When the crap hits the fan you want firearms that follow the KISS principle, electric gizmos with batteries and any thing else MURPHY can throw at you isnt my cup of tea. When your battery goes dead or a short develops or............ Ill still be mowingem down!
