TEHRAN (Reuters) - Iran said on Friday that a nuclear standoff with the West could only be settled through negotiation while Russia called imposing punitive sanctions on Tehran for not ending sensitive atomic work a dead end.

European Union foreign ministers, meeting in Finland, want further dialogue with Iran rather than sanctions after Tehran defied Thursday's U.N. deadline to stop work that the West fears could be a prelude to making a nuclear bomb, officials said.

On top of the Romanian oil rig piracy, does this not signify, the absolute bankruptcy of any diplomatic efforts through the UN to curb Iran?

Iran may not escape sanctions, but if any are imposed they'll be so watered down as to be totally painless - primarily thanks to Russia and China.  They'll probably just put travel restrictions on a few government officials and diplomats.
 
One has to wonder what level of sanctions would have to be imposed for Iran to consider it an act of war and lash out?

Who can say for sure, but I think it would be an excellent way of putting the ball in their court by applying sanctions against not only Iran, but any nation which trades with Iran. The sheer necessity of access to the American market will basically cut them off from virtually any nation on earth. They'd be forced to either attack us, and or go bankrupt.

OK - Russia & China say no to sanctions: They enjoy watching Iran take-on and weaken the West. So what tool does that leave to change Iran behavior?
 
Russia/China are calling US bluff. They don't think US would really be willing to go to war against Iran to stop their terror aggression. Iran seeks a collision course with the US, and has been steadily engaged in 25 years of organized guerilla war against US. Iran is openly at war with the US in Iraq. US choice is to give up the war on terror and hand over the region to terror master Iran, OR war directly with Iran (which will be difficult and much harder than anything since Korea and will likely include significant action within US).
 
Now the US either accepts Iran worldview, OR the US induces Iran to accept US worldview.
 
Russia & China will be surprised again when post 9/11 US acts in it's national interests. 
End of November, or March.
