Reefer, that's a reference to the 29 (not 30) SA-15 (Tor-M1, although it seems to me the likely proper designation ought to be Tor-M1E) launch vehicles that Russia delivered to Iran a couple years ago.
 
And there's no evidence that I'm aware of (not that that necessarily means much) that any Kolchuga systems have been delivered, either.  I would be very interested to see evidence to the contrary.

Whoops - stupid me... I knew about the Tor-M1s but my mind was apparently thinking S-300... "never mind".
