Subject: Encryption Regulators

If I am not mistaken Encryption software is regulated by the government. What specific branch or office regulates it? Jason

You are not mistaken.  The U.S. Department of Commerce, Bureau of Export Administration.  Reports to the President but advised Congress.  Field enforcement by the Federal police force, the FBI.  Technically, a covered product must be licensed for export.  Practically, unlicensed exports which may violate U.S. law occur every day, however, those responsible for such exports can be held accountable if the government chooses to pursue them as sometimes it does.  If charged with a violation, ultimate disposition is through the Federal court system all the way up to the U.S. Supreme Court.  Few U.S. lawyers possess expertise in this area FWIW and yet the area contains many pitfalls for the inexpert.
