Subject: Kofi Annan: Syria promised to enforce arm embargo on Hizbollah

"Sept 1: U.N. Secretary-General Kofi Annan said on Sept. 1 that Syrian President Bashar al-Assad had promised to enforce an arms embargo on Hizbollah under a U.N. resolution that halted Israel’s war with the Lebanese group" - Does anyone believe this promise? What does Assad get out of this? I can't imaging Annan threatening Assad to get this.
