Taiwan is still trying to bolster their sub fleet. China has made it clear that they don't want anyone giving Taiwan help here. Why? Because the most cost-effective strategy against Chinese aggression in the South China Sea region are small, quiet AIP-equipped subs.
Pity that the US cannot play in this market, but then again our costs would be too high compared to SOuth Korea and India. What we can do is work sweetheart deals into our aid packages so our weaponry, electronics and expertise is cheaper thereby encouraging more sub acquisition.
This is a double-edged sword as subs can threaten US ships too - but I believe it's better to help arm the countries that are mutually threatened by china than it is to try to provide the protection ourselves.
