It won't happen (but something like it should).

 

 The key problem is that 6 is the wrong number - should be 3, maybe 4.  6 creates a couple of rather small, economically limited (not viable) states.

Secondary impediment is the public employee unions and their Democrat political lap dogs will go ballistic and demagog the issue like crazy because they already OWN all of the power levers.

 

Third is it will appear to be a rather radical and idiotic proposal to all voters who thinks their own greatly accumulated political power is just fine, thank you very much (the coastal urban areas) and they've got the votes.

 

The counter arguments -- Devolution and Subsidiarity - both need a thoughtful explanation to make the case and as such are hard concepts to convey making it difficult to capture the votes of those who are agnostic about the issue.
