Subject: WHY REBELLION PERSISTS IN NORTHERN UGANDA

Whereas the LRA rebels fighting the Museveni govt., and unleashing havoc to the local population in the process, have no clear political agenda, they have successfully dirupted the political programs of the government in power. Government cannot sustain the war in the long run. The damage so far done to the national economy is colossal. The military option cannot bring the war to its logical conclusion. To arrest the situation, the international community should get involved in the peace process. This is what the warlords are looking for: recognition. A third party is well placed to create a face saving end to the war from the rebels perspective. A plan worked out to protect the rebels from prosecution and to ensure that they are given a safe haven in a 3rd country, is important. These and other measures should be worked out and initiated by a 3rd party, presumably a UN body or the International RedCross. Otherwise, the boys will continue with havoc as they have nothing to loose.

Who needs to save the face of these thugs? Better to remove their faces with a piece of high velocity steel. Yes the international community should get involved because the Ugandan government can't afford to solve the problem on it's own. Yes these 'warlords' deserve international recognition. Recognition as (dis)organised criminals and armed hooligans. All these people contribute to Uganda is misery,poverty and starvation.
