According to Aviation Week - The Indian space agency wants $2.5 billion and has already started work on long-lead items including spacesuits.

That'll be tricky.  There are still only two sources of space suits in the world, the US and Russia (China buys Russian space suits for its people).

And there are still only two countries that make space worthy hulls (again, China buys empty hulls from Russia).
