Subject: insurance study

driving to the office yesterday i hear a blurb on the news that according to an insurance industry study british columbians are a third less likely to die in a car accident than americans in the pacific northwest. i've been unable to find any information about this study beyond the blurb on the radio. if anyone out there could point me to more information about this i'd appreciate it because it's got me curious. we drive basically the same sorts of vehicles over pretty much the same kinds of roads for about the same number of miles a year so why the whacking big difference in mortality?
