In more ways than one you are asking the wrong question. However, the most relevant answer is that this is a man who's been on USG service since the late 1960's. There is a time when it's time to pass the torch. He's probably been one of the most influential SecDefs we've ever had.

It gives Hillary a year as SOD and takes her out of a challenge against Obama in 2012.  It also opens the field for  Sarah Palin to challenge Obama.
