The newspaper said the Pentagon plans to unveil its first-ever strategy regarding cyber warfare next month, in part as a warning to foes that may try to sabotage the country's electricity grid, subways or pipelines.

don't get the "notion of "equivalence"" part, I thought that an act of war was an act of war. What do we do if it was just Information theft? Steel something of theirs? It should be u hack a US government or Utility network and you get all your Military assets destroyed (or get fined a trillion dollars, wink wink China ).
 
This is long over due and should deter major government sponsored  hacking but this should also be extended to individuals and the nations that may hide them. While we are at it we should include those that use hacked, stolen or leaked information deemed classified or sensitive to national security (hello wikileaks).
