The ban against blood donation by any man who has had homosexual sex was put in place soon after the aids pandemic began in the 1980s. Tuesday, the Department of Health and Human Services asked experts on blood donation to reexamine the policy and see if there is a way to let at least some homosexuals donate blood. Men who have sex with other men, including gay and bisexual men, have an HIV infection rate 60 times higher than that of the general population, the FDA says.  They have an infection rate 800 times higher than first-time blood donors and 8,000 times higher than the rate of repeat blood donors. Tests cannot pick up a new HIV infection in the blood with 100 percent accuracy; because blood is often pooled, many people may be at risk from a single infected donor.

But the Red Cross, always struggling with blood shortages, and other groups such as gay-rights organizations oppose the blanket policy. They say that there are other ways to screen out donors at high risk of HIV infection. Sen. John Kerry, D–Mass., has also been pushing for a change in policy.

“We’ve been working on this a long time in a serious way, and I’m glad Secretary [Kathleen] Sebelius responded with concrete steps to finally remove this policy from the books,” Kerry said in a statement. “HHS is doing their due diligence, and we plan to stay focused on the endgame – a safe blood supply and an end to this discriminatory ban.”

“This announcement by HHS means we’re moving in the direction of finally ending this antiquated and discriminatory policy,” agreed Rep. Mike Quigley, D-Ill.  “Senator Kerry and I will continue to push for a behavior-based screening process both in the name of fairness and a safer blood supply.”
 
Some of the questions the Blood, Organ, and Tissue Safety Working Group will ask: What motivates a man who has had sex with other men to donate blood? Can men understand what puts them at high risk of HIV infection? Will donors answer honestly?

The American Red Cross performs laboratory tests for multiple infectious disease markers on every unit of donated blood. Tests are upgraded or replaced with more sensitive technologies as these become available. These tests include:
Chagas disease (T. cruzi)
Hepatitis B virus (HBV)
Hepatitis C virus (HCV 3.0)
Human Immunodeficiency viruses, Types 1 and 2 (HIV 1,2)
Human T-Lymphotropic virus (HTLV-I/II)
Syphilis (Treponema pallidum)
West Nile virus (WNV

I forgot to say one thing that make my first comment incomplete:
 
This should not be a political issue, medical community have the expertise to decide if one part of the population should be excluded or not. It is not discrimination, its risk management.
 
It would be like saying that smoker are getting discriminated by the doctor who suspect tobacco consummation first when doing diagnostic...

You TRUST too much. The Chicago Thug's  Administration and its HHS in the face of known dangers and faults in our blood supply has made an unscientific politically motivated and STUPID public health  policy decision, all in the hunt for votes they need in 2012 for re-election from a marginal constitutuency. The idiots did it for votes and not for public health or civil rights valid reasons given the known hazards in policy relaxation.

Those who have a higher risk for blood borne diseases as a population group subset are rightly excluded from the blood supply and are not victims of 'discrimination'.

Hamilcar, Canadian have a good example about negligence of blood donation testing in its recent history...  I am well awaire of Aids & blood donation issues.

Like i said, my first post was incomplete and doesn't accurately reflect my idea on the subject.

In some other countries, like the Phillipines, where homosexuality carries serious shame, blood donation becomes free HIV testing for homosexuals.
And no test is 100%. You f_ed up once and people become infected and die.
 
Which makes me wonder what kind of morality enables these perverts of sodomy to push for heinous agenda like this.

Its a leftist conspiracy: once enough good, honnest and pround conservative will be infected, "Obamacare" will be mere easy to reinforce!
 
It might be that HIV is in fact a alien virus geneticly ingenered to decimate population, gays being secret alien agent send on Earth to spread the disease. They tryed with bees and FEMA, but bees are vanishing and FEMA is a federal agency, cant be effective.

Can you both please stay within the parameters of logical discourse? My only complaint here is the crass criminal stupidity and hypocrisy of a bunch of very corrupt politicians and ideological idiots who for the sake of merely staying in power, will do anything no matter how stupid and insane as a matter of public  policy, preying on presumed voter public ignorance and a desire for political correctness to buy votes-never mind the harm they will cause.

Like the economic and social policies that ruin millions of lives, the Chicago Thug and his minions have no compunction about making hypocritical palpably evil decisions to preserve their stranglehold on their elitist positions and power. True 1%ers to the core, these reprehensible persons have no more concern for the groups they claim to want to help than a cat has for the mouse it eats as a chew toy.
