Subject: Plan to split California into six states gains ground
CJH    2/22/2014 7:31:51 PM
I never thought of California as being multiple regions forced into some sort of artificial combination. But I can see how the extreme north and extreme south of the state could seem worlds apart.

article It would be too bad if the state could not be held together by a single uniting world view or purpose.

Of course an actual such division of California would beg the question as to whether the rest of the country belongs together. It did once in a different world but may not in this one.

This resolution is insane, even by the standards of California, and I live there!

On closer examination this resolution is a bait-and-switch con.
•  Only the US Congress has the power to split a state.  Dividing California into 6 piece would give them an additional 10 senators.  NOT GOING TO HAPPEN.

•  The real reasons are buried in later sections

•  Section 3.e is ridiculous and will disperse the state debt disproportionally on the rural counties per section 3 (174.c).  The usual severability clause could cause it to go into effect even if the rest is invalid.

•  Fractionates and duplicates the state bureaucracy.  No way that the sub-states can meet the deadline.  The resulting civil lawsuits will probably clog the courts far a century or more.  The total bureaucracy of the 6 states will exceed that of California by at least 100%.

•  Section 5.c is interesting it gives the sponsor complete control over how the act is defended and has an unlimited budget paid for by the state.  Expect every case to be fought and appealed all the way to the USSC, no matter how indefensible it is

A lot of the people where I live would look at California kind of sideways. They just ain't right out there.

So it's just a scam to plunder and otherwise oppress the poor taxpayer even more than is the case already. If so, it would not be all that much of a surprise.

It was just a curiosity to me I guess.

I have been wondering whether cities such as NYC should become independent city-states for the common good.

Of course I like the arrangement we have had but I believe that the time when that arrangement was the most stable may be at an end. Maybe great commercial centers such as New York or New Orleans or Miami should be like Singapore.

They certainly do not share much with the country's hinterland. They are a different world. So maybe everyone would be better off if they were politically distinct from the country.
