Many of the problems at the UN arise from the ad hoc organization of peacekeepers taken from temporary "levies" from member nations. The training, languages, doctrines and weapons of all involved are inevitably different, making it difficult to wield an effective force.
Should the UN instead make long-term levies and maintain a standing force of foreign troops (mobilising troops for longer then an immediate crisis and training them for a period of more then a few years, with the inherent problems of troops eventually being cycled back to their home nation and having to start all over again.)
The UN could conceivably set up a sort of Foreign Legion thing of its own and recruit from there as well. Unsure about the UN's policy for "mercenaries" or "security companies", but they remain a expensive option should the UN require it.
The UNs problems aren't just peacekeepers that fail to keep the peace-there are other things as well. But I am bored and we can focus on this first problem with the UN-as it inevitably appears in CNN before the other ones. |
