Peru, currently the only country in Latin America with "Beyond Visual Range" missiles for its fighters, has proposed a regional ban on such weapons. Peru has only a dozen Russian R-77 missiles, and it took them years to get them working on their handful of MiG-29 fighters. Chile is negotiating to buy Israeli-built Derby BVR missiles for its F-5Es. The move is designed to save money since such missiles, and the aircraft that can fire them, are expensive.--Stephen V Cole
