: Army Lieutenant General Johnny Riggs (commander of 1st Army and the 3rd highest ranking aviator in the Army) declared the Aviation Branch to be "in crisis" and in danger of not being able to fulfill its wartime mission due to serious problems including:
lack of money for training,
lack of money for maintenance,
leaders who do not understand combat, and
