US Secretary of Defense Cohen, addressing the annual NATO summit of defense ministers, has cited intelligence reports noting the threat of long-range missiles used by rogue nations such as Iran, Iraq, and North Korea. NATO allies, however, are skeptical of how imminent the threat is (at least to Europe) and are more concerned over how the US-proposed anti-missile system would affect the existing security balance (i.e., whether it would cause the Russians to revert to military confrontation, which threatens Europeans more than the US).--Stephen V Cole
