Congress wants to move the Airborne Laser program into the Ballistic Missile Defense Organization. The Air Force is resisting furiously, saying that the laser plane might be looted for money to fund other programs. Congress, however, noted that the Air Force has delayed the Airborne Laser program itself by cutting the budget to fund other Air Force programs. Congress restored the money that the Air Force wanted to cut, but wants to move the program to the BMDO to prevent further looting and provide improved management.--Stephen V Cole
